how will a plug hybrid car be different from todays hybrid plus a charger?

They will have much more effency, as todays ones exist on a “wasted energ” charging system, they use the petrol motor to generate electricity, then use that to help drive on. Charge ones also do the same thing, however they can run much further before using the car engine. They are indeed the next step.
